Overview:
Following a tragic fatality caused by the burst of a 600mm water transmission pipeline in Jalan Bani Bu Ali, CID Gulf was appointed by APSR to conduct a focused technical investigation. The objective was to assess the failure mechanism, review the response actions by OWWSC and its contractor, and identify engineering and operational improvements to prevent recurrence.
Scope of Work:
Data collection and site visit to assess the burst location Visual inspection of pipeline material, trench condition, and isolation valves Analysis of operational behavior during the incident (pumping, SCADA, alarms) Review of safety measures taken before, during, and after the incident Development of interview questions and structured assessment of OWWSC practices Recommendations on pipeline design compliance, retrofits, and safety protocols Advisory roadmap for secondary investigation on OWWSC’s risk and SLA processes
Outcome:
CID Gulf’s investigation provided APSR with clear technical findings, failure context, and actionable mitigation strategies to enhance safety and response protocols in national water infrastructure. The study also laid the foundation for a broader review of operational risk within OWWSC.
