PEER Review & Infrastructure Optimization – Mutrah Heights
PEER Review & Infrastructure Optimization – Mutrah Heights
Client: Mutrah Real Estate Investment Company (MRIC)
Sector: Advisory Solutions (initial phase) + Infrastructure Design (execution phase)
Location: Mutrah, Muscat, Oman
Year: 2021–2022
Overview:
CID Gulf was appointed to assess and optimize the existing infrastructure design for the Mutrah Heights development, followed by detailed design execution. The initial phase focused on a high-level PEER review of legacy designs by the previous consultant, identifying gaps, risks, and value engineering (VE) opportunities to align the project with Omani regulations and client objectives.
Advisory Scope (PEER Review Phase): Review of Legacy Designs:
Assessed previous infrastructure concept designs (roads, utilities, drainage) for compliance with local standards. Identified inconsistencies, over-designs, and cost-saving opportunities.
Risk & Compliance Analysis:
Evaluated alignment with Muscat Municipality, ROP, and environmental regulations. Highlighted gaps in geotechnical data, utility corridors, and traffic impact.
Value Engineering Workshops:
Proposed alternative solutions for roads, utility networks, and stormwater systems. Prioritized strategies to reduce costs while maintaining performance.
Deliverables:
PEER review report with risk/benefit metrics (High/Medium/Low). Workshop presentations to client/stakeholders on VE opportunities. Updated schematic designs incorporating approved recommendations.
Transition to Design Execution:
After the advisory phase, CID Gulf transitioned to detailed infrastructure design, including: Roads, utilities (water, power, telecom), and landscape integration. Tender documentation and construction supervision (optional).
Outcome: Advisory Impact:
Enabled client to mitigate risks in legacy designs and optimize budgets through VE. Provided a clear roadmap for subsequent design stages, ensuring regulatory compliance.
